BID DUE DATE: July 17, 2024, 2:00 PM Local Time
Sealed bids will be received by the Charlottesville Albemarle Airport Authority, at 100 Bowen Loop, Suite 200, Charlottesville, VA 22911, until 2:00 PM (local time), on the bid date. On the bid date at 2:30 PM, all bids will be publicly opened and read aloud.
ANY BID RECEIVED AFTER THE SPECIFIED TIME WILL NOT BE CONSIDERED.
The proposed Work includes the following:
Basin C at CHO was built as a sediment basin for the runway extension over 10 years ago. As construction progressed, it was converted into a water quality basin with an elevated forebay in 2013. Basin C has never been approved by Albemarle County as a BMP as the biofilter at the bottom level of the basin continues to show silt on top of the existing Biofilter media. Geotechnical investigation and field observations indicate water is seeping from the elevated forebay, under and through the rock spillway dam and exiting (with fines) into the Biofilter basin below. The project is to repair the Basin C forebay and spillway such that sediment does cover the top of the existing media of the Biofilter.

Bidder Qualifications:
Bidder shall be a licensed contractor experienced in the construction, installation, and testing of stormwater maintenance facilities.
A non-mandatory Pre-Bid Conference for this project will be held on June 19, 2024, at 2:30 PM (local time) via Microsoft Teams Video Conferencing AND in-person in the Airport Conference Room, located at 100 Bowen Loop, Suite 200, Charlottesville, VA 22911. Melinda Crawford, CEO at CHO Airport, announces her retirement.
(Charlottesville, VA) – After 10 years of serving as the Charlottesville-Albemarle Airport Authority (CHO Airport), Chief Executive Officer Melinda Crawford announced that she will retire effective August 31, 2023.
During her tenure, Mrs. Crawford has guided the Airport through numerous industry challenges while maintaining CHO’s self-supporting status as a political subdivision that does not use local tax revenues. Mrs. Crawford has also overseen more than $75 million in airport improvement projects and equipment acquisitions. These investments have improved the operational efficiency of the Airport. The major projects completed under her leadership include completing the Runway21 Extension project, which extended the Airport’s sole runway, and the extensive airfield pavement project that rehabilitated all the taxiways and the runway on the Airport. She oversaw numerous other airport enhancements, such as a terminal expansion project, an air-carrier ramp expansion project, multiple parking expansion projects, a sustainability project to replace all airfield lighting/signage with LED technology, and many projects to enhance customer convenience. The Virginia Department of Aviation recognized her leadership during these projects and her outstanding achievements while managing CHO Airport by presenting her with the “Virginia Airport Manager of the Year 2022” award in August 2022.
In addition to serving in her leadership role at CHO, Mrs. Crawford serves as the President of the Virginia Airport Operators Council, an organization that represents airports throughout the Commonwealth. She also serves as the Chair for the Central Virginia Partnership for Economic Development (CVPED), the regional economic development organization that combines the expertise and resources of the City of Charlottesville and the Counties of Albemarle, Culpeper, Fluvanna, Greene, Louisa, Madison, Nelson, and Orange, and local institutions of higher education including the University of Virginia, Germanna Community College, and Piedmont Virginia Community College, and about 65 private sector companies.
“My time as CEO of CHO has been extremely rewarding,” Mrs. Crawford said. “And I will always remain grateful to the Authority’s Board for its leadership and support. I have been honored and privileged to lead CHO through the pandemic, and other industry changes over the last ten years, but my greatest accomplishment is creating a strong employee team that strives each day to make CHO a great “first impression” for those visiting our community.”
“Melinda’s main priority has always been providing a welcoming, safe, and convenient environment for her passengers,” stated Donald Long, Chairman of the Charlottesville-Albemarle Airport Authority. “Recognizing the importance of the Airport as a gateway to the community, her focus has also been on ensuring that CHO strives to be an excellent reflection of our region. Melinda is also well respected throughout the national airport leadership community. We will miss her at CHO, but she has prepared the Airport and her team to continue her success into the future.”
As Melinda’s retirement moves closer, she will assist the Authority’s Board members with the transition as they explore options for the future leadership of CHO. The Authority will consider the appropriate process for selecting her successor at its next meeting.

Four Wheel Drive Front Loader
Project Description. Sealed bids are invited by the Charlottesville-Albemarle Airport Authority for a four wheel drive front end loader at the Charlottesville-Albemarle Airport in Charlottesville, Virginia. The Project is described within an Invitation to Bids (ITB) dated April 21, 2021.
Bid Documents. A paper copy of this Notice, the ITB and related documents are available for inspection at the Airport Administrative Offices referenced in this solicitation. The Charlottesville-Albemarle Airport Authority (“Authority”) hereby announces its intent to award a contract to Gen Hub, dba/The Power Connection to assess the Airport’s existing commercial power, to provide a plan that achieves the survivability of the passenger terminal during commercial power outages and to purchase and install any necessary upgrades and equipment to achieve the plan and sustain the terminal.
This award is made pursuant to the Request for Proposals for the above-described services issued on November 30, 2020. After conducting the RFP process in accordance with the guidelines, the selection committee made their recommendations. The Authority’s Executive Director has concluded that the proposal of the above-named offeror has been deemed most qualified to meet the needs of the Authority.
The Authority reserves the right to cancel this Notice of Intent to Award at any time.
